As you might know our senate has long opposed any decoupling of faculty and academic staff pay plans, and so before the budget was introduced we passed a resolution opposing any bill that started with faculty and academic staff seperate.&lt;br /&gt;&lt;br /&gt;Well, the language is even worse than we could have imagined. Not only does it start with seperate bargaining units (up to 6 in all, 1 for Faculty at Madison, 1 for Faculty at Milwaukee, 1 for Faculty at the other campuses, 1 for AS at Madison, 1 for AS at Milwaukee, and 1 for the rest of us AS), but it strictly forbids any faculty and academic staff units from combining.&lt;br /&gt;&lt;br /&gt;We encourage you to make your voice hear with your legislators (of course you'll want to contact them from your own personal phone or email) and let them know if you are also concerned about this langauge that is grossly unfair to academic staff in the UW System!&lt;br /&gt;&lt;br /&gt;Following is the language of our most senate recent resolution:&lt;br /&gt;&lt;br /&gt;     &lt;p class="MsoNormal" style="text-align: center;" align="center"&gt;&lt;b&gt;&lt;span style="font-size:12;"&gt;University of Wisconsin-Stout Senate of Academic Staff Resolution&lt;br /&gt;Opposing any Collective Bargaining or Enabling Legislation &lt;o:p&gt;&lt;/o:p&gt;&lt;br /&gt;Language Where Academic Staff and Faculty are Separated&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/b&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;&lt;span style="font-size:12;"&gt;WHEREAS, the UW-Stout Senate of Academic Staff has long opposed the decoupling of faculty and academic staff benefits and compensation plans; and&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;     &lt;p class="MsoNormal"&gt;&lt;span style="font-size:12;"&gt;WHEREAS, as recently as September 4, 2007 the UW-Stout Senate of Academic Staff unanimously adopted a resolution stating, “while we would not be opposed to the right to choose to collectively bargain, we will continue to oppose any bill including collective bargaining bills that would separate faculty and academic staff pay and benefit plans and thereby treat the 11,000 academic staff in the UW System unfairly and inequitably;” and&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;&lt;span style="font-size:12;"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;&lt;span style="font-size:12;"&gt;WHEREAS, legislation enabling collective bargaining for the UW System academic staff and faculty continues to be introduced that would create separate collective bargaining units for the academic staff and faculty on each campus; and&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;&lt;span style="font-size:12;"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;&lt;span style="font-size:12;"&gt;WHEREAS, separate collective bargaining units for the academic staff and faculty will place academic staff and faculty in competition for salary and fringe benefits; and&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;&lt;span style="font-size:12;"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;&lt;span style="font-size:12;"&gt;WHEREAS, any collective bargaining scheme that establishes separate academic staff and faculty bargaining units on each campus places the faculty at Madison and Milwaukee in the best position to demand and receive the majority share of limited state compensation dollars approved by the Legislature.&lt;span style=""&gt;  &lt;/span&gt;Faculty at the comprehensive campuses would be in the next best position to compete for the remaining limited resources, placing academic staff&lt;span style=""&gt;  &lt;/span&gt;in a position to settle unfairly for what, if anything, remains; and&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;&lt;span style="font-size:12;"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;&lt;span style="font-size:12;"&gt;WHEREAS, any legislative proposal that starts with separate academic staff and faculty collective bargaining units but offers a mechanism which allows for combining the two units if both agree does not guarantee, and only provides false hope, that the faculty would ever seriously chose fairness over self-interest and permit the units to combine; now&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;&lt;span style="font-size:12;"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;&lt;span style="font-size:12;"&gt;THEREFORE BE IT RESOLVED that the Senate of Academic Staff at the University of Wisconsin-Stout, strongly opposes any legislative proposals, now and in the future, that would grant collective bargaining rights to University of Wisconsin System academic staff and faculty that would establish an academic staff collective bargaining unit separate from the faculty collective bargaining unit.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt; &lt;/ul&gt;       &lt;p class="MsoListParagraphCxSpLast" face="times new roman" style="text-indent: -0.25in; font-style: italic;"&gt;&lt;!--[if !supportLists]--&gt;&lt;!--[endif]--&gt;&lt;/p&gt;   &lt;p  style="font-style: italic;font-family:times new roman;" class="MsoNormal"&gt;&lt;span style="font-size:100%;"&gt;&lt;span style="line-height: 115%;"&gt;We’ve also heard numerous reports on various topics including: Job Satisfaction Study, Salary Equity Study, Suitcase campus report (which basically says we are no more of a suitcase campus than any other campus in the UW), Annual Teaching Workload, Equity Scorecard Project, UCLA Faculty Study, Alumni Follow-Up Survey, StoutMedia Student Organization, to name a few.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;   &lt;p  style="font-style: italic;font-family:times new roman;" class="MsoNormal"&gt;&lt;span style="font-size:100%;"&gt;&lt;span style="line-height: 115%;"&gt;The big impact item we are anxiously awaiting is the Governor’s budget address which is scheduled for next week.&lt;span style=""&gt;  &lt;/span&gt;We are bracing to see what impact this will have on our campus and hoping the Governor will realize the importance of the university system as a priority in assisting the state in quickly resolving our economic crisis.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;   &lt;p  style="font-style: italic;font-family:times new roman;" class="MsoNormal"&gt;&lt;span style="font-size:100%;"&gt;&lt;span style="line-height: 115%;"&gt;I understand you will be having several board members using technology to connect to campus and your meeting on Saturday.&lt;span style=""&gt; font-family: &amp;quot;Times New Roman&amp;quot;,&amp;quot;serif&amp;quot;; color: black;"&gt;I attended the Regents meetings in La Crosse yesterday and today and wanted to let you know what happened.  Yesterday at the Business, Finance, Audit Committee meeting System reported that we should know agency reduction targets in the next 7-10 days. That surprised us.  It might just be targets for addressing this year's shortfall.  They weren't clear about that.&lt;br /&gt;&lt;br /&gt;As you might know if you were listening in, they did approve in committee, and today the board as a whole approved a 2.5% raise in each of the next two years and a recommendation for domestic partner&lt;br /&gt;benefits.&lt;br /&gt;&lt;br /&gt;There was quite a discussion of the cost of textbooks at the meeting today.  In the end Senior Vice President Martin said she would be meeting with the faculty reps next week and would discuss the issue there.  They also mentioned they are seriously looking into how a 3-year Bachelor degree would work.  &lt;/span&gt;Well the year is underway and I am excited!&lt;span style=""&gt;  &lt;/span&gt;If you’re anything like me, I am sure you get energized interacting with these great students.&lt;span style=""&gt;  &lt;/span&gt;I’ve tried to take every early opportunity to meet students.&lt;span style=""&gt;  &lt;/span&gt;As you’ll see at the bottom of this report, I helped distribute laptops, participated in the “Meet Menomonie” event where freshmen meet the local business community, at the Great American Cookout I helped pass out complimentary Frisbees, and then capped off the first 10 days of the academic year by attending the scholarship ceremony.&lt;span style=""&gt;  &lt;/span&gt;Wow!&lt;/p&gt;   &lt;p class="MsoNormal"&gt;As I have done in the past I want to give you, the reader, some more detailed information about some of the meetings I participated in representing the academic staff on campus.&lt;span style=""&gt;  &lt;/span&gt;I have already posted my comments to the Stout Foundation Board and the Alumni Association Board meeting held on September 12 and 13.&lt;span style=""&gt;  &lt;/span&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;Next on my list to report is the &lt;b style=""&gt;September 15 Chancellor’s Advisory Council (CAC) meeting&lt;/b&gt;.&lt;span style=""&gt;  &lt;/span&gt;Chancellor Sorensen first went over what they CAC is about and meeting guidelines.&lt;span style=""&gt;  &lt;/span&gt;We then had a presentation by Meridith Wentz and Tammy Cutsforth on the 2007-2008 Faculty and Academic Staff Salary Study.&lt;span style=""&gt;  &lt;/span&gt;Next Meredith presented the Summary of Job Engagement and Satisfaction Report.&lt;span style=""&gt;  &lt;/span&gt;Both of these reports will be shared at the next Senate of Academic Staff meeting.&lt;span style=""&gt;  &lt;/span&gt;We then talked about the importance of the Fall 2008 Listening Sessions and everyone will be encouraging participation.&lt;span style=""&gt;  &lt;/span&gt;Finally the Chancellor announced that Dean Murphy will also be serving in a new Role as Coordinator for Federal/State Relations.&lt;/p&gt;   &lt;p class="MsoNormal"&gt;Another meeting I participated in was the &lt;b style=""&gt;September 18 UW System Academic Staff Representatives Council (ASRC) meeting &lt;/b&gt;in Madison.&lt;span style=""&gt;  &lt;/span&gt;We always start and finish these meetings with time for the campus reps to meet alone.&lt;span style=""&gt;  &lt;/span&gt;During this time I was honored to be chosen by my peers to serve as Convener for the ASRC this academic year.&lt;span style=""&gt;  &lt;/span&gt;Although I have officially served on the group for 3 years now, and occasionally filled in for the past two senate chairs when they could not travel to Madison, there are a number of very bright people on the Council so it felt good when they expressed their confidence in me to serve in this role.&lt;span style=""&gt;  &lt;/span&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;Senior Vice President Rebecca Martin began with a discussion of the schedule for the year for the Academic Staff Reps meetings.&lt;span style=""&gt;  &lt;/span&gt;Rebecca noted that in her discussions with the Chancellors, they raised concerns about reducing the number of meetings in Madison due to high energy costs.&lt;span style=""&gt;  &lt;/span&gt;Therefore, Rebecca has looked at the Provosts, Faculty Reps, and Academic Staff Reps meetings to reduce travel.&lt;span style=""&gt;  &lt;/span&gt;The Provosts began using videoconferences last year and the Chancellors are looking at options to reduce travel also.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;After much discussion, it was determined that the following steps would be taken, if possible, regarding the schedule:&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;   &lt;ul&gt;   &lt;li&gt;&lt;span style=""&gt;&lt;/span&gt;In October, Rebecca Martin and the Academic Staff Reps would examine whether the upcoming agenda would require adding a face-to-face meeting in November or December.&lt;o:p&gt;&lt;/o:p&gt;&lt;/li&gt;   &lt;li&gt;&lt;span style=""&gt;&lt;/span&gt;Move videoconference from April to February (System Admin will check with campuses on waiving site support costs).&lt;o:p&gt;&lt;/o:p&gt;&lt;/li&gt;   &lt;li&gt;&lt;span style=""&gt;&lt;/span&gt;Move meetings to Fridays and same day as Faculty Reps to save on travel (could have joint presentations and still allow separate discussions with System Admin staff).&lt;o:p&gt;&lt;/o:p&gt;&lt;/li&gt;   &lt;li&gt;&lt;span style=""&gt;&lt;/span&gt;Add joint meeting with faculty in December to meet with the President.&lt;o:p&gt;&lt;/o:p&gt;&lt;/li&gt; &lt;/ul&gt;         &lt;p class="MsoNormal"&gt;Next on the agenda was to share with System the Reps only discussion items.&lt;span style=""&gt;  &lt;/span&gt;In summarizing the discussion, we informed them that I will serve as the convener for the Academic Staff Reps, with Mike Pagel as the backup.&lt;span style=""&gt;  &lt;/span&gt;I noted that there continues to be concern with academic staff contracts and compliance with UPG 3.05.&lt;span style=""&gt;  &lt;/span&gt;Some campuses are discussing eliminating rolling horizons and many instructional academic staff that have been with the university for years, still have no job security.&lt;span style=""&gt;  &lt;/span&gt;Rebecca Martin reminded the Academic Staff Reps of the letter from President Reilly that stated that these matters should be handled first at the campuses and then brought to System Administration if not resolved.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;Rebecca Martin then provided an update on the Growth Agenda Action Steps.&lt;span style=""&gt;  &lt;/span&gt;She noted that there would soon be an announcement of a grant program for the Growth Agenda.&lt;span style=""&gt;  &lt;/span&gt;The Academic Staff Reps were particularly interested in the Student Engagement Portfolio and asked for a presentation from Larry Rubin in the future.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;Ron Singer then provided an update on the Making Opportunity Affordable (MOA) project.&lt;span style=""&gt;  &lt;/span&gt;This is a Lumina Foundation initiative to increase college degrees during this time of limited resources for higher education.&lt;span style=""&gt;  &lt;/span&gt;This project is a collaboration with the Technical College System, the Department of Public Instruction, private colleges, and the Governor’s Office.&lt;span style=""&gt;  &lt;/span&gt;The focus of the project is on transitions from high school to colleges and transfers between higher education institutions.&lt;span style=""&gt;  &lt;/span&gt;There will be a policy audit to enhance degree attainment and focus groups will be used to examine these policies.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;Al Crist then provided an update on Human Resource issues.&lt;span style=""&gt;  &lt;/span&gt;Al announced that as part of the new HR system implementation, they were able to keep the 22 days sick leave benefit intact for new employees.&lt;span style=""&gt;  &lt;/span&gt;Al also announced that they are looking to increase from three to five years for allowing reinstatement of sick leave for employees who leave the UW.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;Al announced that they are looking for representatives to the Fringe Benefits Advisory Committee and asked that nominations be submitted to their Chancellor.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;Al then discussed the planned presentation on competitive compensation issues and the aging of the faculty at the November Board of Regents meeting.&lt;span style=""&gt;  &lt;/span&gt;It will be followed in December by the UW System recommendation for unclassified pay plan.&lt;span style=""&gt;  &lt;/span&gt;The Academic Staff Reps discussed the importance of informing the Board of the role of academic staff on campus and the huge impact they have on graduation and retention rates.&lt;span style=""&gt;  &lt;/span&gt;Al noted that will also be presenting information on salary market comparisons, fringe benefits comparisons, aging of the faculty and staff, and examples of recruitment and retention problems.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;Jess Tormey and Grant Huber next provided an update on Legislative Issues.&lt;span style=""&gt;  &lt;/span&gt;They noted that now is an excellent time to invite legislators to campus and share with them the issues you face.&lt;span style=""&gt;  &lt;/span&gt;Legislators are also being briefed on the Growth Agenda.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;Next, Freda Harris provided an update on the Biennial Budget Request passed by the Board of Regents in August.&lt;span style=""&gt;  &lt;/span&gt;The Budget Request included $50.9 million in new initiatives and $124 million in costs to continue.&lt;span style=""&gt;  &lt;/span&gt;The UW System is also required to submit a Budget Reduction Plan for a 10% cut in administration as it has in past biennial budgets and plans for a $25 million lapse.&lt;span style=""&gt;  &lt;/span&gt;In August, the Board of Regents also passed updated performance measures for the UW System.&lt;span style=""&gt;  &lt;/span&gt;The specific goals will be considered by the Board in October.&lt;span style=""&gt;  &lt;/span&gt;Regarding revenue projections, it was just announced that tax revenue is running higher than expected for FY07-08 and a new agreement with Ho Chunk set the revenue level.&lt;span style=""&gt;  &lt;/span&gt;Freda also noted that the Recruitment and Retention request includes funding for faculty and research and instructional academic staff.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;The meeting ended following further discussion among Academic Staff Representatives.&lt;/p&gt;   &lt;p class="MsoNormal"&gt;The final meeting I wish to spend a couple minutes discussing it the &lt;b style=""&gt;September 29 Administrative Leadership Team (ALT) meeting&lt;/b&gt;.&lt;span style=""&gt;  &lt;/span&gt;The campus ALT members were asked to read the book, “The Speed of Trust” by Stephen M. R. Covey prior to the meeting.&lt;span style=""&gt;  &lt;/span&gt;After brief introductory remarks by Chancellor Sorensen and Provost Furst-Bowe, we broke into 4 groups and discussed the following questions:&lt;span style=""&gt;  &lt;/span&gt;What are the characteristics of personal trust?; How do you decide if you trust someone?; What are the characteristics of an organization with high trust?; What are the advantages to working in a high trust organization?; and What can we do to build greater trust at UW-Stout?&lt;span style=""&gt;  &lt;/span&gt;It was a good exercise and important discussions.&lt;/p&gt;   &lt;p class="MsoNormal"&gt;Following is the complete list of activities and meetings I attended representing the Senate since September 2:&lt;/p&gt; Following is my prepared remarks:&lt;br /&gt;  &lt;p style="font-style: italic;" class="MsoNormal"&gt;Greetings from the Senate of Academic Staff.&lt;span style=""&gt;  &lt;/span&gt;I am Dennis Shaw and this is the third year I have had the honor to chair our senate.&lt;span style=""&gt;  &lt;/span&gt;We are one of three governance groups on campus (along with the Stout Student Association and the Faculty Senate).&lt;span style=""&gt;  &lt;/span&gt;There are two categories of Academic Staff on campus, the first is Instructional Academic Staff which would include Lecturers and Researchers, and the other is Professional Academic Staff, which would include everyone from librarians, financial aid counselors, residence hall directors and the like to department supervisors and administrators.&lt;/p&gt;   &lt;p style="font-style: italic;" class="MsoNormal"&gt;We are fortunate on the Stout campus to have a Chancellor and administration that has embraced Baldrige principles and believes in shared governance.&lt;span style=""&gt;  &lt;/span&gt;All three of our senates are given opportunities to participate in almost every decision made on campus.&lt;/p&gt;   &lt;p style="font-style: italic;" class="MsoNormal"&gt;One of the most recent opportunities was this summer when we joined many others from campus, community leaders, legislators, business and education leaders, and from your board at the Chancellor’s 2015 Visioning Session this summer.&lt;span style=""&gt;  &lt;/span&gt;I’m looking forward to the next step in the process which is to present the themes from the retreat at campus listening sessions.&lt;span style=""&gt;  &lt;/span&gt;Our Senate’s listening session is next week.&lt;/p&gt;   &lt;p style="font-style: italic;" class="MsoNormal"&gt;Our senate expects to be busy again this year with tight state budget issues (which usually results in Academic Staff trying to do more with less), staff upset that the state cut our promised 2% raise in half in July, working out how we can provide some more contract security particularly for instructional academic staff, and I’m sure there will be a number of decisions we will be involved with as the campus continues to move forward.&lt;/p&gt;   &lt;p style="font-style: italic;" class="MsoNormal"&gt;Let me close by saying that again this year I attended the scholarship reception and program which always gets me energized about the new year.&lt;span style=""&gt;  &lt;/span&gt;I want to thank the Foundation and the Alumni Association for your continued support of the institution and especially for your caring about these fine students.&lt;span style=""&gt;  &lt;/span&gt;I hope you also have time to stick around for the football game and interact with students at that event also.&lt;/p&gt;  &lt;/span&gt;The start of the new academic year is always an exciting time for our campus – and this year is no exception!&lt;span style=""&gt;  &lt;/span&gt;With the polytechnic marketing efforts begun, the reorganization of the College’s complete, and a very successful Chancellor’s Visioning Session this summer that we will be reacting to, the Senate of Academic Staff will be dealing with some important issues that will affect the university for years to come.&lt;/p&gt;  &lt;/span&gt;I hope everyone is having a great summer.&lt;/p&gt;   &lt;p class="MsoNormal"&gt;&lt;span style="font-weight: bold; color: rgb(102, 0, 0);"&gt;Our first Senate of Academic Staff meeting will be held rain or shine this Wednesday at 3pm at Lakeside Park&lt;/span&gt; (on Wolske Bay Road just past Menomonie City Library – look for "SAS" sign).&lt;span style=""&gt;  &lt;/span&gt;&lt;span style="font-weight: bold;"&gt;Whether you are on the Senate this year, or were on it in the past, or are just interested in whether we are doing, I hope you will plan on joining us!&lt;/span&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;There have been a couple items of interest since the end of the semester that I should note… &lt;/p&gt;   &lt;p class="MsoNormal"&gt;Last week the Chancellor held his “Visioning Session.”&lt;span style=""&gt;  &lt;/span&gt;It was a wonderful event where in addition to campus leaders (which included academic staff, faculty, and student leadership), we also had business, education and industry leaders, legislators, local government representatives, UW System Administrators, and other people with a stake in making sure UW-Stout is the best university it can be attending.&lt;span style=""&gt;  &lt;/span&gt;We started out with presentations from Chancellor Sorensen and from Dr. Katherine Lyall and Dr. Kathleen Sell.&lt;span style=""&gt;  &lt;/span&gt;We then broke into small groups and each group identified several “big picture” vision statements.&lt;span style=""&gt;  &lt;/span&gt;This information will be brought back for campus-wide discussions (I believe our senate session will be held on 9/17).     &lt;p class="MsoNormal"&gt;&lt;span style="font-weight: bold;"&gt;April 7, Chancellor’s Advisory Council&lt;/span&gt;.&lt;span style=""&gt;  &lt;/span&gt;The first topic was Inclusive Excellence.&lt;span style=""&gt;  &lt;/span&gt;The Provost reported that UW System has proposed the Inclusive Excellence…Strategies for Diversity after Plan 2008 process.&lt;span style=""&gt;  &lt;/span&gt;This is a process developed by the Association of American Colleges &amp;amp; Universities.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;This is a broader look at diversity and includes four primary elements:&lt;span style=""&gt;  &lt;/span&gt;(1) a focus on student intellectual and social development; (2) a purposeful development and utilization of organizational resources to enhance organizational and student learning; (3) attention to cultural differences (race and ethnicity, class, gender, sexual orientation, national origin, first language, physical and learning ability, and learning style); and (4) a welcoming community that engages all of its diversity to achieve equity in treatment, educational outcomes, and organizational learning.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;Julie commented that we have a campus group reviewing the current Plan 2008, categorizing initiatives based on assignments.&lt;span style=""&gt;  &lt;/span&gt;We have also signed on to do the Equity Scorecard that will start in the fall.&lt;span style=""&gt;  &lt;/span&gt;We are looking at a new position to serve as director of diversity for the campus.&lt;span style=""&gt;  &lt;/span&gt;It was suggested that the Board of Regents should look at the definition used for ethnic studies so that it matches up with this broader definition.&lt;span style=""&gt;  &lt;/span&gt;Members of the campus committee will be meeting with numerous groups to obtain feedback on the inclusive excellence process and submit that information to System.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;Next, Meridith Wentz demonstrated a new data sharing website for polytechnic institutions that is being developed.&lt;span style=""&gt;  &lt;/span&gt;Dan Krueger (LIT) and Wendy Knutson (BPA) have also worked on this.&lt;span style=""&gt;  &lt;/span&gt;This site would be used by people in the institutional research area.&lt;span style=""&gt;  &lt;/span&gt;There will be a security and privacy statement included.&lt;span style=""&gt;  &lt;/span&gt;They are targeting the end of summer to get the members list completed.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;We did pause at 11:10 a.m. for a moment of silence observed during the ringing of the Bowman Bells in memory of the three students who died in the house fire on Saturday.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;The final topic was Educational Support Unit Review Committee (ESURC) recommendations.&lt;span style=""&gt;  &lt;/span&gt;Meridith commented that the ESURC studied the current review process during 2007-2008 and she described the recommendations and timeline they are proposing, based on their study.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;&lt;span style="font-weight: bold;"&gt;May 2, Academic Staff Reps Council&lt;/span&gt;.&lt;span style=""&gt;  &lt;/span&gt;As you know I meet monthly with the other Academic Staff Reps from the System.&lt;span style=""&gt;  &lt;/span&gt;This time we met jointly with the Faculty Reps and spoke directly with UW System President Kevin Reilly.&lt;span style=""&gt;  &lt;/span&gt;Major agenda discussion points included: Compensation, Job Security for Academic Staff, Shared Governance Protocol, Governance Groups speaking at a Board meeting, Membership and role of System-wide committees and task forces, &lt;span style=""&gt;   &lt;/span&gt;Joint Legislative Concerns.&lt;span style=""&gt;  &lt;/span&gt;It was a wonderful opportunity and good meetings!&lt;span style=""&gt;  &lt;/span&gt;There is a lot of support for Academic Staff from both the System President and from our faculty colleagues.&lt;/p&gt;   &lt;li&gt;4/30: Meeting with Vice Chancellor Moen&lt;/li&gt; &lt;/ul&gt;                       &lt;p class="MsoNormal"&gt;As most of you know I will be taking a few vacation days celebrating my second wedding anniversary so our Vice Chair Jerry Addie will represent us on CAC Monday where the first STEM Dean candidate will be present and will lead Tuesday’s Senate meeting.&lt;/p&gt;  &lt;/span&gt;Following is a summary of my comments to the board:&lt;/p&gt;  &lt;p class="MsoNormal"&gt;I highlighted some of the issues we still have on the agenda for the last meeting of the year including hearing a proposal from the Teaching and Learning Center for creation of the Center for Interdisciplinary Collaboration, requests for support for grant funding proposals from the Library Learning Center and for infusing diversity into the curriculum, and the recommendation from the Graduate Education Committee on laptops for grad students.&lt;span style=""&gt;  &lt;/span&gt;I mentioned that academic staff members are serving on the dean searches.&lt;span style=""&gt;  &lt;/span&gt;That we are holding our breath to see how the state budget repair bill will affect campus budgets and promised employee wage raises.&lt;span style=""&gt;  &lt;/span&gt;And that we have finalized our bylaws changes and are holding elections for senators.&lt;/p&gt;  &lt;p class="MsoNormal"&gt;The Stout Foundation is a key partner to the university providing scholarships and additional funding for initiatives.&lt;span style=""&gt;  &lt;/span&gt;Over the past 2 years I have seen them come together and really focus on how they can best make a difference for the campus.&lt;span style=""&gt;  &lt;/span&gt;I always enjoy spending time with them and today was no exception!&lt;/p&gt; I mentioned we are exploring possibilities of how to provide more contract security particularly to instructional academic staff who have been on campus for a number of years. I also talked about continuing to work closely with Chancellor Sorensen and the Administration and with the leaders of the Faculty and Student Senates.&lt;br /&gt;&lt;br /&gt;They wanted to know more about the Inclusive Excellence proposal and also asked for our help in connecting with distance ed students who may be interested in serving on or at least talking to the Alumni Board.&lt;br /&gt;&lt;br /&gt;I concluded my remarks with a comment that we are still grieving over the loss of the 3 victims of the fire a week ago and that our senate is feeling it deeply as is the entire campus.&lt;br /&gt;&lt;br /&gt;We have a good Alumni Board and it is clear they are deeply committed to Stout. The senate is critical to the campus so please join me in making sure we have good, committed senators again this year!&lt;/p&gt;   &lt;p class="MsoNormal"&gt;Our Senate Exec Committee, along with the Faculty Senate leadership, had a very nice breakfast discussion with UW System Senior Vice President for Academic Affairs Rebecca Martin.&lt;span style=""&gt;  &lt;/span&gt;We’ll talk more about our discussions at the senate meeting but I just wanted to publicly say thank you to Dr. Martin for coming here to visit with us.&lt;span style=""&gt;  &lt;/span&gt;That meant a lot to our group!&lt;/p&gt;   &lt;p class="MsoNormal"&gt;Last, I want to thank everyone who came to the Polytechnic Anniversary celebration.&lt;span style=""&gt;  &lt;/span&gt;You’ve probably already read my prepared comments below, but just wanted to add that we had a great turnout.&lt;span style=""&gt;  &lt;/span&gt;It was heartening to see everyone there!!&lt;/p&gt;   &lt;p class="MsoNormal"&gt;As mentioned above, the University of Wisconsin System Council of Academic Staff Representatives met via teleconference on March 13.&lt;span style=""&gt;  &lt;/span&gt;Rebecca Martin, Ron Singer, and Bob Jokisch from UW System Administration joined the teleconference at 10:30 following discussion among Academic Staff Representatives. &lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;The first agenda item was a discussion of the trend data on Faculty and Instructional Academic Staff.&lt;span style=""&gt;  &lt;/span&gt;The Academic Staff Reps raised questions about what the future holds for the roles of faculty and instructional academic staff.&lt;span style=""&gt;  &lt;/span&gt;It was agreed that this would be an important topic to discuss with faculty and academic staff at campus visits with governance groups.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;The next issue discussed was the role of academic staff governance in the appointment to the Compensation Advisory Committee and other systemwide committees.&lt;span style=""&gt;  &lt;/span&gt;In response to questions on the process, Rebecca Martin explained that it is important that the Chancellors and governance groups work together on the nominations.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;Interim Assistant Vice President Vicki Washington next updated the Academic Staff Reps on Inclusive Excellence.&lt;span style=""&gt;  &lt;/span&gt;Vicki explained that we are nearing the end of Plan 2008 and are discussing where we are going next.&lt;span style=""&gt;  &lt;/span&gt;They have put together the discussion draft on Inclusive Excellence which was shared with the Academic Staff Reps.&lt;span style=""&gt;  &lt;/span&gt;Vicki noted that they are expanding the definition of diversity to have a more comprehensive effort moving forward.&lt;span style=""&gt;  &lt;/span&gt;She asked for suggestions on what was missing and how to have conversations with various stakeholders.&lt;span style=""&gt;  &lt;/span&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;Grant Huber from Communications and External Relations next provided an update on legislative issues.&lt;span style=""&gt;  &lt;/span&gt;Grant noted that today the Assembly passed a budget adjustment bill that included a $250 million cut in state spending.&lt;span style=""&gt;  &lt;/span&gt;This follows the proposal from the Governor and a budget proposal is also expected from the Senate.&lt;span style=""&gt;  &lt;/span&gt;Grant also noted that the Posters in the Rotunda was very successful and resulted in a number of visits with legislators.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;Associate Vice President Al Crist then discussed Human Resource issues with the Academic Staff Reps.&lt;span style=""&gt;  &lt;/span&gt;Regarding the Compensation Advisory Committee, Academic Staff Reps noted that they may have difficulty meeting the April 4 deadline for conferring with the Chancellors on nominations.&lt;span style=""&gt;  &lt;/span&gt;Al Crist said he had a little more time beyond that deadline and would check with each campus if he hasn’t heard from them.&lt;span style=""&gt;  &lt;/span&gt;Al also discussed the faculty/instructional academic staff trend data with the Academic Staff Reps.&lt;span style=""&gt;  &lt;/span&gt;My name is Dennis Shaw and I have the honor of serving as Chair of the Senate of Academic Staff here at UW-Stout.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;Twenty-three months ago today the Senate of Academic Staff was proud to be the first of our three governance groups to vote to support the polytechnic branding of UW-Stout.&lt;span style=""&gt;  &lt;/span&gt;The resolution passed, among other things, noted our pleasure that Chancellor Sorensen and the administration had put a planning process in place that solicited valuable public input on the idea of branding the campus as the "polytechnic" institution of the Wisconsin, that it is very important to clearly differentiate this campus from the other UW System campuses when marketing UW-Stout to potential students and business partners, and that our program array does match up favorably with other universities calling themselves a "polytechnic."&lt;/p&gt;     &lt;p class="MsoNormal"&gt;I was proud to be a part of the UW-Stout delegation that attended the March 9, 2007 meeting of the Board of Regents where they passed a resolution worded as follows:&lt;/p&gt;     &lt;p class="MsoNormal" style="text-align: center;" align="center"&gt;&lt;b style=""&gt;&lt;i style=""&gt;That, upon recommendation of the Chancellor of the University of Wisconsin-Stout and the President of the University of Wisconsin System, the Board of Regents supports the designation of UW-Stout as Wisconsin’s Polytechnic University.&lt;o:p&gt;&lt;/o:p&gt;&lt;/i&gt;&lt;/b&gt;&lt;/p&gt;     &lt;p class="MsoNormal"&gt;With that simple statement one year ago, we have begun a new and important journey.&lt;span style=""&gt;  &lt;/span&gt;We have spent much time talking about the branding advantages of the polytechnic designation, and I promised that I would keep my remarks short, so I won’t dwell on those at this time.&lt;span style=""&gt;  &lt;/span&gt;&lt;/p&gt;     &lt;p class="MsoNormal"&gt;I do however want to say just a couple things about the fact that this designation has put us into a new group of peers.&lt;span style=""&gt;  &lt;/span&gt;Every organization has to have aspirational goals in order to improve and grow.&lt;span style=""&gt;  &lt;/span&gt;We did not aspire to be like UW-Eau Claire, or River Falls, or La Crosse.&lt;span style=""&gt;  &lt;/span&gt;They are all fine institutions but Stout is very different from the other UW comprehensive campuses.&lt;span style=""&gt;  &lt;/span&gt;We will however be more true to our roots, and grow and excel, by being in the same peer group with the other great polytechnic universities such as MIT, Cal Poly, and Virginia Tech.&lt;span style=""&gt;  &lt;/span&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;I told the Chancellor that I’m can’t wait to see a catchy slogan on a bumper sticker or t-shirt that says “Can’t afford MIT, it’s UW-Stout’s in-state tuition for me!” or “Too far from home is Cal Poly, so I’m going to Stout by golly!”&lt;span style=""&gt;  &lt;/span&gt;Please forgive the bad rhymes, but I hope you share my enthusiasm for the opportunities this polytechnic designation and the peer group we now find ourselves in has opened for the UW-Stout campus.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;With that thought, I’ll have the pleasure to introduce our next speaker.&lt;span style=""&gt;  &lt;/span&gt;First of all, Mike Lubke, SSA President, wanted everyone to know that he wishes he could have joined us, but he told us he has a class at this time and they are reviewing for a test, so he felt it would be a good idea to attend his class.&lt;span style=""&gt;  &lt;/span&gt;Hopefully he’ll be able to join us later.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;Therefore, please welcome our next speaker, Dr. Jerry Kapus who serves as Chair of the Faculty Senate this year.&lt;span style=""&gt;  &lt;/span&gt;Another busy month for our senate.&lt;span style=""&gt;  &lt;/span&gt;&lt;span style="font-style: italic;"&gt;Don’t forget that the three Senates are hosting a celebration for the one-year anniversary of Stout’s polytechnic designation today from 1-2 pm, in Ballroom A of the Memorial Student Center.&lt;/span&gt;&lt;span style=""&gt;&lt;span style="font-style: italic;"&gt; &lt;/span&gt; &lt;/span&gt;I and the other campus leaders will speak right away at 1 pm then we’ll have some cake and punch to celebrate, so I hope you can join us!&lt;/p&gt;   &lt;p class="MsoNormal"&gt;With that said, let’s get right into it.&lt;span style=""&gt;  &lt;/span&gt;Here’s a rundown of some of the important meetings I participated in representing our senate:&lt;/p&gt;   &lt;p class="MsoNormal"&gt;&lt;span style="font-weight: bold;"&gt;On February 14, the University of Wisconsin System Academic Staff Representatives Council&lt;/span&gt; (ASRC) met in Madison.&lt;span style=""&gt;  &lt;/span&gt;As they were predicting a big snow storm around Madison, and myself and the Reps from Eau Claire and River Falls did not want to risk getting stuck in Madison on Valentine’s Day, we stayed home and arranged to phone in and join the meeting via teleconference.&lt;span style=""&gt;  &lt;/span&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;Senior Vice President Rebecca Martin, Ron Singer, and Bob Jokisch from UW System Administration joined the meeting at 10:30 following the usual private discussion among Academic Staff Representatives.&lt;span style=""&gt;  &lt;/span&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;The first agenda item was a discussion of issues raised by the Academic Staff Reps.&lt;span style=""&gt;  &lt;/span&gt;ASRC Chair Dave Carlson noted two issues.&lt;span style=""&gt;  &lt;/span&gt;The first was the interest of academic staff in having input in the evaluation of their supervisors, which is not always common.&lt;span style=""&gt;  &lt;/span&gt;The second issue was the Shared Governance Protocol.&lt;span style=""&gt;  &lt;/span&gt;On the second issue, Ron Singer noted that at the Faculty Reps meeting, they planned to review the present document and make wording changes based on the comments from campus governance groups.&lt;span style=""&gt;  &lt;/span&gt;Ron also noted that System Administration plans to move forward with the protocol and see how this works.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;Rebecca Martin next addressed questions about Pay Plan.&lt;span style=""&gt;  &lt;/span&gt;Rebecca noted that with the $650 million budget deficit, it does not appear likely that the 1.5% supplemental pay plan will move forward, but we should know more in the next several weeks.&lt;span style=""&gt;  &lt;/span&gt;It is also pretty clear that with the size of the deficit, there will be a budget repair bill.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;The next agenda item was the Growth Agenda Action Steps.&lt;span style=""&gt;  &lt;/span&gt;Rebecca Martin noted that academic staff were represented on the Strategic Framework think tanks.&lt;span style=""&gt;  &lt;/span&gt;The President and the Chancellors reviewed the recommendations from these think tanks and selected 10 Action Steps.&lt;span style=""&gt;  &lt;/span&gt;In response to questions, Rebecca clarified that these Action Steps are not mandates and will need to be further studied at each institution to determine if and how they will be implemented.&lt;span style=""&gt;  &lt;/span&gt;During the discussion, there was agreement on the importance of getting input from various campus experts in studying these Action Steps.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;There was also discussion on how to increase the role of academic staff in systemwide discussions such as the Strategic Framework, and it was agreed that Academic Affairs would make clear in the future that we are looking for governance input as part of the process.&lt;span style=""&gt;  &lt;/span&gt;There was also concerns raised about the workload impact of these Action Steps on academic staff with the hiring freeze, and the Academic Staff Reps suggested that early assessment should be done to insure success and the efficient use of resources.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;The next agenda item was the list of Systemwide Committees shared earlier with the Faculty and Academic Staff Reps and which committees they are most interested in for governance involvement.&lt;span style=""&gt;  &lt;/span&gt;Rebecca Martin noted that she would like to come to the Academic Staff Reps for nominations for the systemwide committees of interest and would also seek nominations from the Faculty Reps and from campuses.&lt;span style=""&gt;  &lt;/span&gt;The Academic Staff Reps listed the Compensation Advisory Committee and the Fringe Benefits Advisory Committee as two committees of interest for governance representation.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;The Academic Staff Reps next discussed how they have been requesting data on academic staff by type of appointment (fixed term, multi-year, probationary) as part of their concerns about UPG 3.05.&lt;span style=""&gt;  &lt;/span&gt;They asked UW System Admin to help inform campus Human Resource Directors that they are trying to collect this data by campus and Vicki Kenyon from UWSA HR suggested that they could let campus HR directors know about this through their monthly teleconference.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;Dave Giroux next provided an update on legislative issues.&lt;span style=""&gt;  &lt;/span&gt;Dave informed the Academic Staff Reps that UWSA Communications and External Relations posts bill positions on their web site.&lt;span style=""&gt;  &lt;/span&gt;His office tries to focus on bills affecting the UW System and those bills likely to go somewhere.&lt;span style=""&gt;  &lt;/span&gt;Dave also noted that Wednesday, March 5 is the Posters in the Rotunda in the Capital.&lt;span style=""&gt;  &lt;/span&gt;Dave’s office has monthly teleconferences with Campus Public Information Officers and Legislative Liaisons on legislative issues.&lt;span style=""&gt;  &lt;/span&gt;He offered to share the list of Campus Public Information Officers and Legislative Liaisons with the Academic Staff Reps.&lt;span style=""&gt;  &lt;/span&gt;Finally, Dave encouraged more interaction between faculty, academic staff, and students and their legislators through coordinated efforts on campus.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;   &lt;p class="MsoNormal"&gt;The meeting ended following further discussion among Academic Staff Representatives.&lt;/p&gt;   &lt;p class="MsoNormal"&gt;&lt;span style="font-weight: bold;"&gt;On February 16, I participated in the meeting of the Stout Foundation Board&lt;/span&gt;.&lt;span style=""&gt;  &lt;/span&gt;My remarks are listed below.&lt;span style=""&gt;  &lt;/span&gt;I just wanted to mention that this board is very dedicated and concerned about helping the university and it is a pleasure to participate in their meeting deliberations!&lt;/p&gt;   &lt;p class="MsoNormal"&gt;&lt;span style="font-weight: bold;"&gt;On February 26, the Administrative Leadership Team&lt;/span&gt; had a rather lengthy discussion with Robyn Waters, the Cabot Executive for the campus.&lt;span style=""&gt;  &lt;/span&gt;Ms. Waters, who calls herself a “trendmaster” was a very engaging speaker and gave Stout’s Leadership Team much to think about as we lead the university into the future.&lt;span style=""&gt;  &lt;/span&gt;I hope many of you also got a chance to hear and interact with her.&lt;/p&gt;   &lt;p class="MsoNormal"&gt;&lt;span style="font-weight: bold;"&gt;On March 3, the Chancellor’s Advisory Council met&lt;/span&gt;.&lt;span style=""&gt;  &lt;/span&gt;First, the two campus master plan scenario proposals were presented and discussed.&lt;span style=""&gt;  &lt;/span&gt;George Acker and the consultants were also be presenting to other campus groups, as well as two open campus forums.&lt;span style=""&gt;  &lt;/span&gt;Meridith Wentz then provided an executive summary highlighting the results from the fall 2003-2005 cohort retention study.&lt;span style=""&gt;  &lt;/span&gt;The meeting was concluded with announcements including that Mary Hopkins-Best announced that the School of Education has been accepted as a NCATE candidate.&lt;span style=""&gt;  &lt;/span&gt;Chancellor Sorensen reminded everyone that the Baldrige logo must be included on all of our publications, along with the Polytechnic designation.&lt;span style=""&gt;  &lt;/span&gt;&lt;/p&gt; &lt;p class="MsoNormal"&gt;&lt;span style=""&gt;Thank you for allowing me to have a few minutes with you.  The Senate of Academic Staff is again very active this year supporting the mission of the University.&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=""&gt;A few of the issues we have been working on in the senate include:&lt;/span&gt;&lt;/p&gt;  &lt;ul&gt;&lt;li&gt;&lt;span style=""&gt;&lt;span style=""&gt;&lt;span style=""&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style=""&gt;Hiring Deans.  With realignment of the colleges behind us, we are anxiously looking forward to assisting with the process of hiring the new deans.  &lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style=""&gt;&lt;span style=""&gt;&lt;span style=""&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style=""&gt;Celebration Planning.  Our senate is co-sponsoring a One Year Anniversary of the Polytechnic Designation celebration on March 11 and if any of you are in town we hope you will join us!&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style=""&gt;&lt;span style=""&gt;&lt;span style=""&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style=""&gt;Pay/Compensation.  The possibility of a proposal from the Governor which would give a salary increase to some but not all academic staff – our senate is trying to get the politicians and UW System to treat us all equally and fairly&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style=""&gt;&lt;span style=""&gt;&lt;span style=""&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style=""&gt;Bylaws.  Changing our bylaws to reflect the new colleges&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style=""&gt;&lt;span style=""&gt;&lt;span style=""&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style=""&gt;University Marshall.  &lt;/span&gt;Here we are starting another semester and it continues to be a busy time for our senate.&lt;span style=""&gt;  &lt;/span&gt;So, without further ado, following are reports on meetings I attended since my December report:&lt;/p&gt;    &lt;p class="MsoNormal"&gt;&lt;span style="font-weight: bold;"&gt;December 17, Chancellor’s Advisory Council Meeting&lt;/span&gt;.&lt;span style=""&gt;  &lt;/span&gt;We started out the meeting discussing the GPR/Non-GPR Allocation Recommendations for 2008-2009.&lt;span style=""&gt;  &lt;/span&gt;We next discussed the IPEDS Data Feedback Report.&lt;span style=""&gt;  &lt;/span&gt;The IPEDS feedback report is intended to provide institutions a context for examining the data they submitted to the Integrated Postsecondary Education Data System.&lt;span style=""&gt;  &lt;/span&gt;Next, Doug Mell described the campus process when the Chancellor decides it is necessary to cancel classes due to severe weather conditions.&lt;span style=""&gt;  &lt;/span&gt;Finally, Chad Johnson commented that several of the students expressed some concern with the recent television ads.&lt;span style=""&gt;  &lt;/span&gt;Dave Williams reported that the marketing group will work with the students on these issues.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;&lt;span style="font-weight: bold;"&gt;December 21, Academic Staff Professionals Representation Organization (ASPRO) Board teleconference&lt;/span&gt;.&lt;span style=""&gt;  &lt;/span&gt;ASPRO Lobbyist Swandby reviewed the pay plan recommendations for all UW academic staff and faculty made by the Office of State Employee Relations (OSER) and approved by Joint Committee on Employee Relations (JCOER).&lt;span style=""&gt;  &lt;/span&gt;ASPRO President Steffenhagen attended the hearing and Committee vote and told the Board members of the comments made to the Committee by the Director of OSER regarding a return to the Committee in December for a supplemental pay plan recommendation for faculty and research and instructional academic staff.&lt;span style=""&gt;  &lt;/span&gt;There was discussion regarding the timing of a JCOER or JFC meeting on the subject.&lt;span style=""&gt;  &lt;/span&gt;There was a rumor that JCOER would hold a hearing on supplemental pay plan issues in January.&lt;span style=""&gt;  &lt;/span&gt;There was also discussion regarding whether this issue helped the unionization argument.&lt;span style=""&gt;    &lt;/span&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;Swandby then reviewed the timeline of introduction, hearing notice and the holding of a public hearing on Senate Bill 353, the UW collective bargaining bill introduced by Senator Hansen and Representative Richards.&lt;span style=""&gt;  &lt;/span&gt;Swandby reviewed the progress on the separate website dedicated to collective bargaining.&lt;span style=""&gt;  &lt;/span&gt;The name of the site has been chosen – www.isaunionforu.com.&lt;span style=""&gt;  &lt;/span&gt;&lt;span style=""&gt;  &lt;/span&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;&lt;span style="font-weight: bold;"&gt;January 14, Chancellor’s Advisory Council Meeting&lt;/span&gt;.&lt;span style=""&gt;  &lt;/span&gt;Wayne Argo reviewed the changes to the sick leave accrual and reporting policies as passed by the Board of Regents.&lt;span style=""&gt;  &lt;/span&gt;He will also be sending out an information memo on this to all unclassified employees.&lt;span style=""&gt;  &lt;/span&gt;Jane Henderson next provided a review of the Title III Year 3 Evaluation progress on the goals, as well as information on areas for improvement and recommendations from the external evaluator.&lt;span style=""&gt;  &lt;/span&gt;The funding for this grant will be finished in 2009.&lt;span style=""&gt;  &lt;/span&gt;Meridith then reviewed the UW-Stout progress toward the four UW System goals in the accountability report.&lt;span style=""&gt;  &lt;/span&gt;Next, our four AQIP action projects were reviewed by Janice Coker.&lt;span style=""&gt;  &lt;/span&gt;These projects were identified during the Strategic Planning Group retreat in the summer of 2006 and discussed with the campus during the listening sessions: (1) Campus Climate/Culture: Improve the Effectiveness of Internal Communication; (2) Polytechnic Initiative; (3) Prepare Students for a Global Society and Workforce; and (4) Reach New Markets and Provide New Programs through Online Learning, Hybrid Courses and Programs, and Partnerships.&lt;span style=""&gt;  &lt;/span&gt;Finally, Meridith provided a review of the ACT Alumni Outcomes Survey data.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;&lt;span style="font-weight: bold;"&gt;January 17, Academic Staff Reps Council (ASRC) teleconference&lt;/span&gt;.&lt;span style=""&gt;  &lt;/span&gt;Ron Singer, Al Crist, Grant Huber and Bob Jokisch from UW System Administration joined the teleconference at 10:30 following discussion among Academic Staff Representatives.&lt;span style=""&gt;  &lt;/span&gt;The first item discussed was the Shared Governance Guidelines.&lt;span style=""&gt;  &lt;/span&gt;Campus Governance Groups were asked to respond by February 15 on the request for endorsement of the Guidelines.&lt;span style=""&gt;  &lt;/span&gt;Associate Vice President Al Crist next discussed HR issues with the Academic Staff Reps.&lt;span style=""&gt;  &lt;/span&gt;The first item discussed was the response by President Reilly to the Academic Staff Reps on their concerns regarding campus compliance with UPG 3.05(3).&lt;span style=""&gt;  &lt;/span&gt;The Academic Staff Reps had asked for a compliance audit at every UW System institution on this matter.&lt;span style=""&gt;  &lt;/span&gt;After a lengthy discussion on this issue, Al Crist and Ron Singer reiterated President Reilly’s request that institutional governance groups first work with the Chancellor and campus administration regarding problems with UPG 3.05(3).&lt;span style=""&gt;  &lt;/span&gt;Following institutional review, unresolved issues or questions should be brought to Associate Vice President Al Crist for his followup.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;Al Crist next provided a further update on the Office of State employee Relations (OSER) Plan for Additional Compensation for UW faculty and academic staff.&lt;span style=""&gt;  &lt;/span&gt;Al reminded the Council that President Reilly and Regent President Bradley have made the UW System position clear, that is, the UW System has asked for an additional pay plan increase for all unclassified staff.&lt;span style=""&gt;  &lt;/span&gt;Al informed the Academic Staff Reps that OSER has been providing additional information to Joint Committee on Employment Relations (JCOER) members before the OSER proposal for additional compensation goes forward in a few weeks.&lt;span style=""&gt;  &lt;/span&gt;Al noted that the OSER proposal may only address faculty and instructional and research academic staff.&lt;span style=""&gt;  &lt;/span&gt;However, he is hopeful that there will be a commitment for additional market study of all unclassified staff for use for future pay plans.&lt;span style=""&gt;  &lt;/span&gt;The Academic Staff Reps are considering sending a note to the Governor and OSER to express their concern about excluding some academic staff from the additional compensation.&lt;span style=""&gt;  &lt;/span&gt;The Academic Staff Reps asked for further clarification on how they can respond to the Governor and OSER.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;Grant Huber from the UWSA Communications &amp;amp; External Relations Team next provided an update on legislative issues.&lt;span style=""&gt;  &lt;/span&gt;Senate Bill 353 on Collective Bargaining had a hearing in &lt;st1:city st="on"&gt;&lt;st1:place st="on"&gt;Eau Claire&lt;/st1:place&gt;&lt;/st1:city&gt; and was passed by the Higher Education Committee.&lt;span style=""&gt;  &lt;/span&gt;The bill has also been introduced in the Assembly.&lt;span style=""&gt;  &lt;/span&gt;On January 23, the Governor will give his State of the State speech, which will include his economic development proposal. &lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;The Academic Staff Reps also requested further information on the policy for leave reporting.&lt;span style=""&gt;  &lt;/span&gt;They asked for clarification on whether the leave reporting in half day increments affects all leave or just sick leave.&lt;span style=""&gt;  &lt;/span&gt;(Al Crist later clarified that this is for all leave.)&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;Finally, Ron Singer noted that Rebecca Martin was unable to attend the teleconference because of a meeting today of the Provosts, Multicultural and Disadvantaged Coordinators, and Pre-College Directors on the future of UW System Diversity planning after Plan 2008.&lt;span style=""&gt;  &lt;/span&gt;This issue will be brought to the Academic Staff Reps at a future meeting.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;&lt;span style="font-weight: bold;"&gt;January 18, Academic Staff Professionals Representation Organization (ASPRO) Board teleconference&lt;/span&gt;.&lt;span style=""&gt;  &lt;/span&gt;ASPRO Lobbyist Swandby stated that SB 353, the collective bargaining bill, had been referred to the Joint Committee on Finance.&lt;span style=""&gt;  &lt;/span&gt;The fiscal note estimates the bill will cost the UW more than $2.2 million annually to implement.&lt;span style=""&gt;  &lt;/span&gt;There was discussion regarding the isaunionforyou.com website and blog.&lt;span style=""&gt;  &lt;/span&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;ASPRO President Steffenhagen reviewed his participation in a regional WPR call-in program the &lt;st1:place st="on"&gt;West Side&lt;/st1:place&gt; with Mary Jo Wagner.&lt;span style=""&gt;  &lt;/span&gt;Also on the program was a union representative from the &lt;st1:place st="on"&gt;&lt;st1:placetype st="on"&gt;University&lt;/st1:placetype&gt;  of &lt;st1:placename st="on"&gt;Minnesota&lt;/st1:placename&gt;&lt;/st1:place&gt; who provided some interesting stories about how collective bargaining works there. &lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;ASRC Chair Carlson briefed the Board on the conversation from the Academic Staff System Representatives meeting the previous day.&lt;span style=""&gt;  &lt;/span&gt;It was rumored that OSER may be getting close to recommending something to JCOER and that recommendation was to be a supplemental pay increase for faculty and research and instructional academic staff and a market study to research the need for an increase for the other academic staff.&lt;span style=""&gt;  &lt;/span&gt;Swandby had sent a memo to members of JCOER outlining concerns with the supplemental pay plan for some, but not all, academic staff. &lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;&lt;span style="font-weight: bold;"&gt;February 4, Chancellor’s Advisory Council Meeting&lt;/span&gt;.&lt;span style=""&gt;  &lt;/span&gt;Laura Dunek, UW System Regent Records Policy Advisor, provided an information session on records management and retention, and responded to questions.&lt;span style=""&gt;  &lt;/span&gt;Next, Vice Chancellor&lt;span style=""&gt;  &lt;/span&gt;Moen and Meridith Wentz described the background on a request from a faculty member to conduct a survey on the campus tobacco use policy.&lt;span style=""&gt;  &lt;/span&gt;CAC discussion included:&lt;span style=""&gt;  &lt;/span&gt;what are we willing to do about violations; do we need a survey to understand the issues; would it be beneficial to remind the campus about the established policy and provide education on the guidelines.&lt;span style=""&gt;  &lt;/span&gt;The Chancellor will charge Doug Mell to pull together a small group to look at an effective educational process to remind the campus about the policy.&lt;span style=""&gt;  &lt;/span&gt;Donna Weber then provided a review of the unclassified recruitments report for 2006-07.&lt;span style=""&gt;  &lt;/span&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;Other meeting I participated in representing the Senate of Academic Staff included:&lt;/p&gt;  &lt;ul&gt;&lt;li&gt;12/6-7:&lt;span style=""&gt;  &lt;/span&gt;Board of Regent’s meetings&lt;/li&gt;&lt;li&gt;12/10:&lt;span style=""&gt; Last week, this resolution was approved unanimously by the council, whose members represent&lt;/span&gt; &lt;span style=";font-family:&amp;quot;;" &gt;academic staff governance groups&lt;/span&gt; &lt;span style=";font-family:&amp;quot;;" &gt;from across the state. I also have the honor of serving as the elected Chair of our Senate of Academic Staff, one of three governance groups on campus along with the Faculty Senate and Stout Student Association.  &lt;/p&gt;    &lt;p class="MsoNormal"&gt;In addition, and for the record, I am also the Vice President of the Board of Directors for ASPRO, the Academic Staff Professionals Representation Organization, which has 700 academic staff employee members statewide.  Academic staff professionals are the partners of the faculty inside and outside of the classroom.  Academic Staff employees are lecturers, librarians, advisors, researchers, counselors, financial aid professionals, information technology staff, and housing managers just to name a few of the roles we fill.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;I understand that on Monday you held a public hearing on Senate Bill 353, “relating to collective bargaining process for University of Wisconsin System faculty and academic staff and making appropriations.”  My duties at UW-Stout did not afford me the opportunity to testify in person, so I appreciate that you have agreed to take written comments during this week.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;While our campus senate is out of session until the second semester, I am sure our body will be strongly opposed to the language in Senate Bill 353, so I am comfortable relaying a letter in opposition.  I have attached a resolution from the UW-Stout Senate of Academic Staff that was passed unanimously in September opposing similar enabling language in the State Senate version of the state budget bill.  Our concerns with the language in the budget bill have not been addressed with SB353.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;The primary reason both our campus senate and the statewide ASPRO organization opposes this language is that it specifically mandates that the faculty and the academic staff collective bargaining units on each campus would start off being separate.  As stated in our September resolution, “while the language in the senate bill does provide an option to combine units, however in reality there would be little incentive for faculty or large campus bargaining units to vote to support combining with them, setting up a system where campuses, faculty and staff would each be competing against each other for limited state dollars.”&lt;/p&gt;    &lt;p class="MsoNormal"&gt;This pitting of faculty against academic staff and campus against campus for limited resources is unhealthy both for the University of Wisconsin System and the state.  I grew up in a good union home with my father serving as a Committeeman for Local 95 of the UAW in Janesville.  I understand that the purpose of collective bargaining and that the larger the representation the more bargaining power a union has.  For the life of me I cannot understand why the legislative authors would want to start with 25 to 30 separate weak bargaining units instead of having one large combined faculty &amp;amp; academic staff union.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;As you can see in the BE IT FURTHER RESOLVED section of our September 2007 resolution, while the UW-Stout Senate of Academic Staff would not necessarily “be opposed to the right to choose to collectively bargain, we will continue to oppose any bill including collective bargaining bills that would separate faculty and academic staff pay and benefit plans and thereby treat the 11,000 academic staff in the UW System unfairly and inequitably.”&lt;/p&gt;    &lt;p class="MsoNormal"&gt;I therefore, speaking for the UW-Stout Senate of Academic Staff, encourage the committee to either amend the language that would require separate bargaining units or vote against Senate Bill 353 when the vote is called.  &lt;/p&gt;  &lt;/span&gt;Well it's been another busy month!&lt;span style=""&gt;  &lt;/span&gt;And some of the news I have to report is not good.&lt;span style=""&gt;  &lt;/span&gt;If you've been following my blog you have already read about the &lt;a href="http://uwstoutsas.blogspot.com/2007/11/combined-senates-meetings-will-be.html"&gt;Faculty Senate voting to stop the Combined Senates meetings&lt;/a&gt;.&lt;span style=""&gt;  &lt;/span&gt;This is unfortunate!&lt;span style=""&gt;  We will soon announce our meeting schedule for next semester.&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;I also wrote about &lt;a href="http://aspro.net"&gt;ASPRO&lt;/a&gt; calling our attention to the possibility that the &lt;a href="http://uwstoutsas.blogspot.com/2007/11/more-on-pay-raises-but-not-for-all-of.html"&gt;Governor may ask for an additional raise but not for professional category academic staff&lt;/a&gt;.&lt;span style=""&gt;  &lt;/span&gt;Our senate has long been on the record of opposing any proposal that separate faculty and all academic staff pay plans.&lt;span style=""&gt;  &lt;/span&gt;The Chancellor has given me information that President Reilly is asking for the raises for all academic staff.&lt;span style=""&gt;  &lt;/span&gt;Our voices may have to be heard.&lt;span style=""&gt;  &lt;/span&gt;If I get any additional information I will be sure to share it.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;You may also have heard that the Special Regents Committee addressing the LAB Audit, which I had the honor of serving on representing academic staff from across the state finished its work.&lt;span style=""&gt;  &lt;/span&gt;It was one of the primary issues on the agenda for the Nov 15 joint meeting between the Academic Staff reps and the Faculty reps.&lt;span style=""&gt;  &lt;/span&gt;The following day, Nov 16, I was in &lt;st1:city st="on"&gt;&lt;st1:place st="on"&gt;Madison&lt;/st1:place&gt;&lt;/st1:city&gt; for the final meeting of the committee.&lt;span style=""&gt;  &lt;/span&gt;While I did vote against one of the 3 recommendations, I am satisfied that the recommendations adequately addressed the issues identified by the LAB Audit, and the most important thing is that the System adopt policy and procedures so that we do not loose the sick leave conversion benefits.&lt;span style=""&gt;  &lt;/span&gt;Last Friday, Dec 7, the Regents approved the recommendations.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;Some of the meetings I participated in representing the Senate of Academic Staff this month included:&lt;/p&gt;    &lt;p class="MsoNormal"&gt;On November 5, the Chancellor's Advisor Council (CAC) met. At that meeting Meridith Wentz facilitated a discussion of the seven core strategies of UW System’s Strategic Framework to Advantage &lt;st1:state st="on"&gt;&lt;st1:place st="on"&gt;Wisconsin&lt;/st1:place&gt;&lt;/st1:state&gt;. Think Tank Teams (with representation from all campuses) have been formed and are currently holding discussion meetings as part of the strategic framework development for the UW System.&lt;span style=""&gt;  &lt;/span&gt;In addition, discussions at the campus level are encouraged to further share in this planning effort.&lt;span style=""&gt;  &lt;/span&gt;A summary of the discussion and ideas presented will be shared with President Reilly.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;Next the 2007 Cancellation Survey Report was reviewed and discussed.&lt;span style=""&gt;  &lt;/span&gt;Cindy Gilberts reported that this is the third year the survey has been done, and is used for students who are admitted but decide not to enroll.&lt;span style=""&gt;  &lt;/span&gt;This was the first year that the survey was conducted by email only.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;The meeting concluded with recognition of those involved with StoutQuest.&lt;span style=""&gt;  &lt;/span&gt;The researchers included in the new StoutQuest publication were recognized and congratulated.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;On November 12, the UW-Stout Retention Steering Group, a team of 10 members from campus including myself attended an OPID Workshop in &lt;st1:city st="on"&gt;&lt;st1:place st="on"&gt;Madison&lt;/st1:place&gt;&lt;/st1:city&gt; on the National Survey of Student Engagement (NSSE) presented by Jillian Kinzie.&lt;span style=""&gt;  &lt;/span&gt;It was worthwhile and got us thinking about how student engagement affects retention.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;On November 14, 2007 the Administrative Leadership Team met with Dr. Robert Zemsky to challenge our thinking on issues facing higher education today.&lt;span style=""&gt;  &lt;/span&gt;His recent work as a commission member on &lt;a href="http://www.ed.gov/about/bdscomm/list/hiedfuture/reports.html"&gt;Secretary Spellings Commission on the Future of Higher Education&lt;/a&gt; resulted in an article on a 3-year degree completion idea.&lt;span style=""&gt;  &lt;/span&gt;The discussion was very fascinating and challenged us to think outside of the box.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;As I mentioned above on November 15, 2007 the Academic Staff Representatives Council (ACRS) participated in a Joint Meeting with the Faculty Representatives. The joint meeting began with a discussion of the draft Shared Governance Principles and Guidelines.&lt;span style=""&gt;  &lt;/span&gt;Regent Michael Spector, who chaired the Shared Governance Working Group, began the discussion by summarizing the process that led to the development of the draft Shared Governance Principles and Guidelines. He noted that the Shared Governance Working Group did not attempt to interpret Chapter 36, but rather worked to develop an inclusive process for better decision-making.&lt;span style=""&gt;  &lt;/span&gt;The basic premise of the draft Shared Governance Guidelines is to have governance groups involved in the development of Regent and UW System policies early in the process. This means getting nominations from governance groups for systemwide policy committees and then having review of these policies by campus governance groups.&lt;span style=""&gt;  &lt;/span&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;Senior Vice President Rebecca Martin next handed out a list of systemwide committees for the faculty and academic staff reps to review and discuss at a future meeting for application of the new guidelines.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;Regent Tom Loftus and Associate Vice President Al Crist joined the meeting next to discuss Leave Reporting and the Response to the LAB Audit.&lt;span style=""&gt;  &lt;/span&gt;Regent Loftus began the discussion by noting that the guiding principle in the discussions by the Special Regent Committee on Regent Response to the Legislative Audit Bureau Audit on UW System Personnel Policies and Practices was that if a person is sick, they should stay home and take a sick day.&lt;span style=""&gt;  &lt;/span&gt;They should also report sick leave even if they get colleague coverage.&lt;span style=""&gt;  &lt;/span&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;Al Crist also gave a brief update on Pay Plan and noted that the Joint Committee on Employee Relations (JCOER) will not meet until mid-December and therefore, pay plan will not take effect until after January 1.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;Lastly, Associate Vice President Freda Harris summarized the 2007-09 biennial budget.&lt;span style=""&gt;  &lt;/span&gt;Freda noted that this was a much better budget than previous biennia for the UW System with the funding received for Costs to Continue and the Growth Agenda. &lt;span style=""&gt; &lt;/span&gt;The budget does include a $25 million lapse for the UW System over the biennium. &lt;/p&gt;    &lt;p class="MsoNormal"&gt;On Nov 19, CAC again met. The meeting started with Commications Director Doug Mell introducing Greg Leaf, Don Steffen, Art Juchno and Ed Jakober who developed the recruitment TV ads.&lt;span style=""&gt;  &lt;/span&gt;Greg Leaf described the objective, strategy and timeline for the advertising campaign, and followed with a review of the ads.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;Next George Acker reviewed the major project lists for 2009-2015 and 2015-2021, as well as the proposed 2009-2015 all agency project request list.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;Finally, we talked about how to address issues from the Listening Sessions.&lt;span style=""&gt;  &lt;/span&gt;We started with the proposed items that the university could take care of now.&lt;span style=""&gt;  &lt;/span&gt;The Chancellor will meet with several administrators to discuss the items that might be combined, and then prioritize and identify next steps. &lt;/p&gt;    &lt;p class="MsoNormal"&gt;On Nov 20, the Administrative Leadership Team had the opportunity to meet with Cabot Executive in Residence Brian Colianni who is the Executive Director of Ford Motor Company, Asia Pacific &amp;amp; Africa Region.&lt;span style=""&gt;  &lt;/span&gt;Again a good opportunity to think about how things work in the corporate world and look for applications at our institution.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;On Dec 3, CAC met once again. We have always fought to keep Faculty and ALL Academic Staff pay plans the same - its the fair thing.&lt;br /&gt;&lt;br /&gt;Here's what ASPRO sent out, FYI:&lt;br /&gt;&lt;br /&gt;&lt;p class="MsoNormal" style="text-align: center;" align="center"&gt;&lt;span style="font-size:100%;"&gt;&lt;b&gt;&lt;span style="font-family:Times New Roman;"&gt;&lt;span style="font-weight: bold;"&gt;&lt;span style="font-size:180%;"&gt;Doyle Prepared to Divide Academic  Staff&lt;/span&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/span&gt;&lt;/b&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;b&gt;According to Governor Jim Doyle, &lt;u&gt;some of you are just more worthy than others.  &lt;o:p&gt;&lt;/o:p&gt;&lt;/u&gt;&lt;/b&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;At Tuesday’s meeting of the Legislature’s Joint Committee on Employment Relations (JCOER), Doyle’s appointee, Jennifer Donnelly, announced that she would be back before the Committee in December with a &lt;b&gt;&lt;u&gt;pay plan recommendation for faculty and instructional and research academic staff.  &lt;o:p&gt;&lt;/o:p&gt;&lt;/u&gt;&lt;/b&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;All indications from Doyle’s staff and UW System staff are that Doyle plans to give faculty and Category B academic staff (instructors and researchers) an additional salary increase.  &lt;b&gt;&lt;u&gt;Category A academic staff (those not teaching or researching) would not get the additional bump.&lt;/u&gt;&lt;/b&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;This is the same proposal that prompted the creation of ASPRO more than 20 years ago.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;For some reason, the Governor believes that an assistant professor of Portuguese at UWM is more important to the undergraduate experience than a student’s advisor or the Director of Financial Aid.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;How could the Governor argue that giving an additional salary boost to an academic staff research scientist, but not to the academic staff member who directs the campus’ economic development efforts somehow helps the State’s economy?  Let’s face it, without the Category A academic staff member who writes the grants or manages the lab, the researcher would not be able to conduct world-renowned research. &lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;&lt;b&gt;&lt;u&gt;If you are an instructor or a researcher, this plan sounds pretty good and it would be – in the short term&lt;/u&gt;&lt;/b&gt;.  In the long term, this division of the academic staff will lead to more divisiveness.  Next time, don’t be surprised if those scientists engaged in politically acceptable research will receive higher salary increases than those toiling on research that the general public does not understand.  And it will be easier to propose that teaching academic staff should not get the same salary increases as their faculty colleagues.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;&lt;b&gt;&lt;u&gt;To stop Governor Doyle from implementing this proposal, academic staff must act NOW.&lt;/u&gt;&lt;/b&gt;  Email or call the Governor’s office to express your opposition to a salary boost that excludes some academic staff.  See the contact information in the sidebar on how to contact the Governor.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;Make yours personal, but include the message that “As an academic staff member who is a (your position) at (which campus&lt;b&gt;&lt;u&gt;)&lt;/u&gt;, &lt;u&gt;I oppose any effort to give a salary raise to faculty and some, BUT NOT ALL, academic staff.”&lt;/u&gt;&lt;/b&gt;  &lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;&lt;b&gt;&lt;u&gt;Please share this Alert with all of your colleagues. Communication Director Doug Mell then let us know the plan did pass as proposed.&lt;br /&gt;&lt;br /&gt;Academic Staff I have spoke with have had the same reaction as after the budget was passed - that they are glad some action was taken so we know where we stand, but unhappy about the lack of support given to the university. While I know that our senate will be disappointed in hearing this news (at our last meeting the Senate of Academic Staff voted unanimously to continue the combined meetings), we have to respect their decision which they feel is in the best interest of their governance body.  During their meeting, which our exec committee members attended, they did express support for our senate and a willingness to continue to find ways to work with the Academic Staff.  We appreciate that!&lt;br /&gt;&lt;br /&gt;With that said, we will be looking into how our senate meeting times might be shifted to allow the Chancellor, Provost, Vice Chancellor and other presenters to speak with both senates during spring semester.  &lt;/span&gt;Can you believe it's November already.&lt;span style=""&gt;  &lt;/span&gt;It's been a very busy month!!&lt;/p&gt;     &lt;p class="MsoNormal"&gt;The big thing hanging over us for most of the month has been a resolution to the state budget.&lt;span style=""&gt;  &lt;/span&gt;As you will note from my comments in the blog entry below, a compromise was agreed on and signed into law.&lt;span style=""&gt;  &lt;/span&gt;Now from the state we are watching 2 issues.&lt;span style=""&gt;  &lt;/span&gt;First is what will happen with leave reporting and the second is the negotiations on staff pay raises for the 2007-2009 biennium.&lt;span style=""&gt;  &lt;/span&gt;&lt;/p&gt;     &lt;p class="MsoNormal"&gt;A Special Regents' Committee on Response to the LAB Audit will be making recommendations on leave reporting and I serve on that committee – we will be meeting on November 16 in &lt;st1:place st="on"&gt;&lt;st1:city st="on"&gt;Madison&lt;/st1:City&gt;&lt;/st1:place&gt;.&lt;span style=""&gt;  &lt;/span&gt;Each campus faculty and academic staff governance group should have their comments on the proposals into System by now (deadline was 10/31) and that should help guide the recommendations.&lt;span style=""&gt;  &lt;/span&gt;The key for the committee will be to make sure we have a good, accountable sick leave system in place so that we don't risk the sick leave conversion benefit we now have.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;On campus the big issue before the senate is the program alignment process.&lt;span style=""&gt;  &lt;/span&gt;I personally attended all but one of the Chancellor's Listening Sessions to make sure I knew how you felt about this and the other topics addressed.&lt;span style=""&gt;  &lt;/span&gt;As a side note I have to say that the SSA listening session was very good.&lt;span style=""&gt;  &lt;/span&gt;It is always interesting to hear the student's perspective (and important as campus leaders we are listening to the students as well).&lt;span style=""&gt;  &lt;/span&gt;On October 23 the Provost invited me and the Faculty Senate Chair to the Dean's Issues Meeting.&lt;span style=""&gt;  &lt;/span&gt;At that meeting the 4 models were narrowed to 2.&lt;span style=""&gt;  &lt;/span&gt;The two models which are variations of model #3, have been presented to the Senates and we will discuss them at the Tuesday, Nov 6 meeting of the combined senates.&lt;span style=""&gt;  &lt;/span&gt;The campus is welcome to attend (2:30pm in Ballroom A).&lt;/p&gt;     &lt;p class="MsoNormal" style=""&gt;As for other meetings where I represented the Senate, the Chancellor's Advisory Council (CAC) met twice in October.&lt;span style=""&gt;  &lt;/span&gt;At the October 1 meeting we continued our discussion of the Honor's Taskforce Report and gave approval of the recommendations.&lt;span style=""&gt;  &lt;/span&gt;Next, Meridith Wentz reviewed the executive summary of the NSSE 2007 Report.&lt;span style=""&gt;  &lt;/span&gt;The NSSE is an annual undergraduate survey that assesses the extent to which first-year students and seniors engage in a variety of good educational practices.&lt;span style=""&gt;  &lt;/span&gt;It was suggested that we may want to review our policies and revise them to address the identified concerns/issues.&lt;span style=""&gt;  &lt;/span&gt;Student engagement is critical to the mission of the university and to retention of students.&lt;span style=""&gt;  &lt;/span&gt;Our senate and the Faculty Senate will be looking closely at concerns raised and taking an active role in this issue.&lt;span style=""&gt;  &lt;/span&gt;Meridith also reviewed the executive summary of the FSSE report which is a survey designed to measure faculty expectations of student engagement in educational practices that are linked to high levels of student learning and development along with how faculty use these practices in their work with students.&lt;span style=""&gt;  &lt;/span&gt;The FSSE is designed to be used in conjunction with NSSE's survey.&lt;span style=""&gt;  &lt;/span&gt;To me is was eye-opening to see the gaps in perception of the students and faculty/instructors.&lt;span style=""&gt;  &lt;/span&gt;Finally, Meridith reviewed the 2006-07 Teaching Workload Report.&lt;span style=""&gt;  &lt;/span&gt;An observation was made that the report does not include the number of preps.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;At the October 15 CAC meeting, George Acker introduced Craig Sachs and Michael McMahon, consultants from Miller Wagner Coenen McMahon of Neenah, WI to discuss formulation of the Campus Master Plan.&lt;span style=""&gt;  &lt;/span&gt;This is the step in the campus master plan development process where they are conducting discussion sessions with numerous groups on campus.&lt;span style=""&gt;  &lt;/span&gt;It is expected to have the process completed with a final campus plan proposal in October 2008.&lt;span style=""&gt;  &lt;/span&gt;Next, Howard Lee, Richard Tafalla and Holly Teuber shared a revised Minority Faculty and Staff Network (MFSN) Committee Form and asked for formal university recognition.&lt;span style=""&gt;  &lt;/span&gt;The charge is linked to several of our enduring goals, as well as Goal 5 of Plan 2008.&lt;span style=""&gt;  &lt;/span&gt;As the committee represents both unclassified and classified staff, their members would like to be independent of senates but will be looking at how they can be connected to the senates in working on diversity issues.&lt;span style=""&gt;  &lt;/span&gt;Our senate does have a diversity senator position appointed by the Chair and I have asked the MFSN to provide an individuals name to serve on our senate.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;I also attended the statewide Academic Staff Reps Council (ASRC) meeting in &lt;st1:city st="on"&gt;&lt;st1:place st="on"&gt;Madison&lt;/st1:place&gt;&lt;/st1:City&gt; on October 11.&lt;span style=""&gt;  &lt;/span&gt;It's always good to get together with our counterparts from around the state!&lt;span style=""&gt;  &lt;/span&gt;Our meetings always start off and finish with some time where we can talk alone without UW System Administrators present.&lt;span style=""&gt;  &lt;/span&gt;Items we discussed during this time included leave reporting, drafting a thank you for the Regents expanding the annual Academic Staff Excellence Award program, discussion of the collective bargaining language in the state budget, a summer conference debrief, developing some type of orientation for campus reps, discussion of various common HR issues, and discussion of effort reporting for federal grants.&lt;span style=""&gt;  &lt;/span&gt;&lt;/p&gt;     &lt;p class="MsoNormal"&gt;Next the formal meeting began with Associate Vice President Ron Singer and Bob Jokisch.&lt;span style=""&gt;  &lt;/span&gt;The meeting began with a presentation by General Counsel Pat Brady on Legal Issues Facing the UW System.&lt;span style=""&gt;  &lt;/span&gt;Pat began with a review of Chapter 36, which is the legal framework for the UW System.&lt;span style=""&gt;  &lt;/span&gt;s. 36.09 (4m) of the statutes explains the role of academic staff in the UW System.&lt;span style=""&gt;  &lt;/span&gt;Pat noted that in addition to the statutes, UW System Administrative Codes (which the Board of Regents adopts), campus policies, Board policies, System Administration policies, and finance and personnel guidelines impact academic staff.&lt;span style=""&gt;  &lt;/span&gt;&lt;/p&gt;     &lt;p class="MsoNormal"&gt;After that we then discussed with Ron Singer the issues raised during our separate discussion among only campus reps.&lt;span style=""&gt;  &lt;/span&gt;Regarding leave reporting, the academic staff reps raised the issue of academic staff being treated the same as faculty under the new proposals.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;Ron Singer and Todd Bailey with the Office of Policy Analysis and Research (OPAR) then discussed the Voluntary System of Accountability (VSA) with the Academic Staff Reps.&lt;span style=""&gt;  &lt;/span&gt;VSA results from an interest in higher education to providing greater accountability.&lt;span style=""&gt;  &lt;/span&gt;Two national higher education groups, NASULGC and AASCU, are taking the lead in VSA.&lt;span style=""&gt;  &lt;/span&gt;VSA will provide a web-based portrait that will be uniform for all institutions.&lt;span style=""&gt;  &lt;/span&gt;Three sets of information would be shown on the template: Student and family information, Student experiences, Student learning outcomes.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;Associate Vice President Ed Meachen then discussed the Common Systems Roadmap and the Human Resources System (HRS) project with the Academic Staff Reps.&lt;span style=""&gt;  &lt;/span&gt;The Common Systems Roadmap is a long range (10 years) look at technology for the UW System.&lt;span style=""&gt;  &lt;/span&gt;The Roadmap looks at what outcomes we want for students, faculty, and staff, and what new technology we see coming.&lt;span style=""&gt;  &lt;/span&gt;The Roadmap is a living document that will be reviewed annually.&lt;span style=""&gt;  &lt;/span&gt;It was presented to the Board of Regents last week.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;Ron Singer then provided further information to the Academic Staff Reps on the distinguished title.&lt;span style=""&gt;  &lt;/span&gt;He shared a table showing the use of the distinguished title across the UW System, and noted that UW System Administration is developing criteria for the title.&lt;span style=""&gt;  &lt;/span&gt;The use of this title is within the discretion of the campus.&lt;span style=""&gt;  &lt;/span&gt;The Academic Staff Reps agreed to share criteria developed with each other.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;Associate Vice President Freda Harris shared a summary of information available on the Governor's budget proposal for the Special Session.&lt;span style=""&gt;  &lt;/span&gt;The Governor's budget proposal provides $22 million for the Growth Agenda, but $25 million biennally in lapses ($12.5 million annually).&lt;span style=""&gt;  &lt;/span&gt;The tuition cap passed by the Assembly is not included.&lt;span style=""&gt;  &lt;/span&gt;Costs to continue are fully funded under the Governor's budget and the Compensation Reserve is funded at the same level as Joint Finance.&lt;span style=""&gt;  &lt;/span&gt;Freda noted that the lapse would certainly slow the Growth Agenda.&lt;span style=""&gt;  &lt;/span&gt;Freda also noted that this proposal may not pass.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;The ASRC meeting ended following further discussion among Academic Staff Representatives.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;Other meetings I participated in on behalf of the Senate included:&lt;span style=""&gt;  &lt;/span&gt;&lt;/p&gt;   &lt;ul&gt;   &lt;li&gt;10/3 - attended AS Personnel Committee Meeting&lt;/li&gt;   &lt;li&gt;10/9 – the Faculty Senate Chair and I presented results of her performance evaluation to Vice Chancellor Moen&lt;/li&gt;   &lt;li&gt;10/12 - met with SSA President and Faculty Senate Vice Chair (we plan to hold monthly meetings to enhance dialog and cooperation between the 3 senates)&lt;/li&gt;   &lt;li&gt;10/17 – met with the Chancellor, Provost, Vice Chancellor and other senate leaders to discuss status of state budget negotiations (I want to say a special thanks to the Chancellor, Julie, and Diane for bringing the senates in on almost every major decision the campus has to make – I do talk to the other campus reps and our relationship with administration is envied around the state!)&lt;/li&gt;   &lt;li&gt;10/19 – participated in ASPRO Board teleconference&lt;/li&gt;   &lt;li&gt;10/25 – monthly meeting with Chancellor Sorensen&lt;/li&gt;   &lt;li&gt;10/26 – Polytechnic Steering Committee meeting&lt;br /&gt;  &lt;/li&gt;   &lt;li&gt;10/30 – met with Provost and team from Stout going to &lt;st1:city st="on"&gt;&lt;st1:place st="on"&gt;Madison&lt;/st1:place&gt;&lt;/st1:City&gt; for NSSE workshop&lt;/li&gt;   &lt;li&gt;11/2 – myself and the SSA Presient and Faculty Senate Chair will have a private meeting with Regent Bartell this morning.&lt;span style=""&gt;  &lt;/span&gt;Our Vice Chair Jerry Addie then will represent our Senate at a lunch with the Regent (thanks Jerry!)&lt;/li&gt; Like any compromise there are things about it I think are good and things I think are bad, but at least we know where we stand and that's good. Doyle did veto out the provision in the budget that would have required campuses to identify whether the teacher of a particular class is "a tenured or probationary faculty member, a member of the academic staff, or a teaching assistant" when they register for the class.  It was a bad provision and didn't belong in the budget bill anyway.  &lt;/span&gt;It is already starting off to be another busy year.&lt;span style=""&gt;  &lt;/span&gt;I first want to thank Joy Evenson for many years of service to the senates.&lt;span style=""&gt;  &lt;/span&gt;Joy's last day with us was last Friday and she is now serving as Administrative Assistant to the ROTC program.&lt;span style=""&gt;  &lt;/span&gt;I'd also like to welcome Janelle Reitz who is now the senate secretary.&lt;span style=""&gt;  &lt;/span&gt;Jenelle has lots of energy and I'm sure will do a great job for both senates!&lt;/p&gt;     &lt;p class="MsoNormal"&gt;So, with that said, following are the meetings and activities I wish to report this month:&lt;/p&gt;     &lt;p class="MsoNormal"&gt;August 29: &lt;span style=""&gt; &lt;/span&gt;Chancellor Sorensen invited the senators to a bit of a reception at his home.&lt;span style=""&gt;  &lt;/span&gt;It was a great and relaxing way for us to start the year and we thank the Chancellor for his hospitality and his support of shared governance!&lt;/p&gt;     &lt;p class="MsoNormal"&gt;August 30:&lt;span style=""&gt;  &lt;/span&gt;The Faculty Senate leaders and I gave Chancellor Sorensen and Provost Furst-Bowe the results of the senates evaluation of them.&lt;span style=""&gt;  &lt;/span&gt;This was the first year for evaluating the Provost.&lt;span style=""&gt;  &lt;/span&gt;Both leaders were very receptive to the feedback offered.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;August 31: &lt;span style=""&gt; &lt;/span&gt;I attended the Provost Council Retreat to talk about the realignment models.&lt;span style=""&gt;  &lt;/span&gt;There was a good discussion and the models are currently being taken to the campus Feedback Sessions.&lt;span style=""&gt;  &lt;/span&gt;Like last year I plan to be at as many of these sessions as possible to hear firsthand the comments from the campus community.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;September 4: &lt;span style=""&gt; &lt;/span&gt;I assisted with Laptop Deployment.&lt;span style=""&gt;  &lt;/span&gt;It is amazing how smooth this process runs thanks to the efforts of Jane Henderson, Margy Ingram, and countless other Academic Staff, Faculty and classified staff who help with it!&lt;/p&gt;     &lt;p class="MsoNormal"&gt;September 5:&lt;span style=""&gt;  &lt;/span&gt;I was thrilled to attend 2 student events – Meet Menomonie and the Multicultural Student Services Picnic.&lt;span style=""&gt;  &lt;/span&gt;Both events were again fantastic and I would encourage you next year to make some time to get to both events and visit with our students.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;September 10:&lt;span style=""&gt;  &lt;/span&gt;Chancellor's Advisory Council met and at that meeting Drew Barrette of SSA described the students' interest and commitment to the American College &amp;amp; University Presidents' Climate Commitment project; and their recommendation that the Chancellor sign the Presidents' Climate Commitment.&lt;span style=""&gt;  &lt;/span&gt;Diane Moen reported that a new half-time Environmental Sustainability Coordinator has recently been appointed (Raina Clark), and described the responsibilities of that position.&lt;span style=""&gt;  &lt;/span&gt;She also reviewed a draft proposal for a UW-Stout Environmental Sustainability Steering Committee.&lt;span style=""&gt;  &lt;/span&gt;The Chancellor's Advisory Council recommended that the Chancellor sign the Presidents' Climate Commitment for UW-Stout's participation in the program.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;Richard Tafalla reported that the Minority Faculty and Staff Network is requesting formal university recognition and described the proposed committee establishment.&lt;span style=""&gt;  &lt;/span&gt;There was discussion as well if this might be considered as a separate committee within the governance structure.&lt;span style=""&gt;  &lt;/span&gt;The personnel type issues listed under goals/objectives could be appropriately connected to governance groups.&lt;span style=""&gt;   &lt;/span&gt;Richard commented that network members have discussed the importance of maintaining their autonomy and feel it is essential to retain the direct contact with administration that currently exists.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;The Chancellor reviewed a proposed draft administrative ethics statement for the university community.&lt;span style=""&gt;  &lt;/span&gt;There have been a number of discussions and comments on this topic including a proposal by a Jeff Russell group that was reviewed by both the Faculty Senate and the Senate of Academic Staff.&lt;span style=""&gt;  &lt;/span&gt;I will share this draft with the senate at our next meeting.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;Other discussion items included: &lt;span style=""&gt; &lt;/span&gt;Donna Weber reviewed the strengths and opportunities included in the ESURC Report of the Equal Opportunity/Affirmative Action Office.&lt;span style=""&gt;  &lt;/span&gt;Meridith Wentz provided an overview of the 2006-07 ACT Student Opinion Survey Report.&lt;span style=""&gt;  &lt;/span&gt;Janice Coker reviewed the report, including the recommendations by the Honor's Taskforce.&lt;span style=""&gt;  &lt;/span&gt;Discussion will continue at our next CAC meeting.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;September 11:&lt;span style=""&gt;  &lt;/span&gt;I attended the 9-11 event and congratulate the student organizations who put on a very good non-partisan program.&lt;span style=""&gt;  &lt;/span&gt;I also was invited to be a guest server at the "Great American Cookout" along with the other campus leaders.&lt;span style=""&gt;  &lt;/span&gt;Not only was it a pleasure to "physically serve" the students at this wonderful event, but it was also great to visit with some of the students while I took a meal break.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;September 13:&lt;span style=""&gt;  &lt;/span&gt;I met with Provost Furst-Bowe on this date as my first regular monthly meeting.&lt;span style=""&gt;  &lt;/span&gt;As always it was a good meeting and I feel good that we can have this kind of open dialog with the administration!&lt;span style=""&gt;  &lt;/span&gt;In the evening I represented the senate at the Foundation Donors Reception and the Scholarship Awards Ceremony.&lt;span style=""&gt;  &lt;/span&gt;A couple of great events.&lt;span style=""&gt;  &lt;/span&gt;It was inspiring to see our best and brightest walking across the stage to receive their scholarships!&lt;/p&gt;     &lt;p class="MsoNormal"&gt;September 14:&lt;span style=""&gt;  &lt;/span&gt;Most of this day was taken up with Foundation Board meetings.&lt;span style=""&gt;  &lt;/span&gt;My remarks focused on three things I feel we want to focus on this year: (1) How we can partner with the campus to leverage our new "polytechnic designation", (2) the program re-alignment process, and (3) continuing to work closely with the faculty senate and strengthening our relationship with the Stout Student Association.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;September 17:&lt;span style=""&gt;  &lt;/span&gt;Completed work on the Vice Chancellor for University Advancement and Marketing Search Committee.&lt;span style=""&gt;  &lt;/span&gt;The Chancellor offered the position to David Williams.&lt;span style=""&gt;  &lt;/span&gt;We look forward to working with Mr. Williams.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;September 18:&lt;span style=""&gt;  &lt;/span&gt;After our Senate Executive Committee met we went into the Faculty Senate Listening Session for a few minutes.&lt;span style=""&gt;  &lt;/span&gt;Then during the break Faculty Senate Chair Jerry Kapus and I presented Joy Evenson with a plaque from both of our senates to commemorate her service with us.&lt;span style=""&gt;  &lt;/span&gt;After that we had our Senate Feedback session.&lt;span style=""&gt;  &lt;/span&gt;I thought it went well and I was glad we had some very thoughtful comments!&lt;/p&gt;     &lt;p class="MsoNormal"&gt;September 19:&lt;span style=""&gt;  &lt;/span&gt;I attended another listening session.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;September 20:&lt;span style=""&gt;  &lt;/span&gt;I traveled to &lt;st1:city st="on"&gt;&lt;st1:place st="on"&gt;Madison&lt;/st1:place&gt;&lt;/st1:City&gt; to attend the Academic Staff Reps Council (ASRC) meeting.&lt;span style=""&gt;  &lt;/span&gt;These are important meetings as it is very important that we keep in touch with the Academic Staff at the other campuses as well as take advantage of having frank discussions with the administrators at System.&lt;span style=""&gt;  &lt;/span&gt;Minutes from these meetings are not out yet so I will report details in my next report but let me say that I did distribute copies of the UW-Stout Senate of Academic Staff's recent resolution against the Senate Budget collective bargaining provision. &lt;span style=""&gt; &lt;/span&gt;ASRC Chair Dave Carlson (UW Colleges) and I urged campus governance organizations to pass resolutions similar to UW-Stout's.&lt;span style=""&gt;  &lt;/span&gt;&lt;/p&gt;     &lt;p class="MsoNormal"&gt;September 21:&lt;span style=""&gt;  &lt;/span&gt;I participated in the Academic Staff Professionals Representation Organization (ASPRO) Board Meeting Teleconference.&lt;span style=""&gt;  &lt;/span&gt;As you know from my reports last year, ASPRO is not a union but provides lobbying for Academic Staff.&lt;span style=""&gt;  &lt;/span&gt;The highlight of these meetings is always getting a Legislative Update.&lt;span style=""&gt;  &lt;/span&gt;ASPRO President Bill Steffenhagen (UW-Madison) asked me to give a review of the ASRC meeting and share information about our resolution.&lt;span style=""&gt;  &lt;/span&gt;&lt;/p&gt;     &lt;p class="MsoNormal"&gt;ASPRO Lobbyists Kilgore and Swandby reviewed the current status of the State Budget and shared "behind the scene" stories.&lt;span style=""&gt;  &lt;/span&gt;Swandby reviewed the emails ASPRO has sent to legislators and the email sent by Representative Jon Richards to all legislators urging them to sign on to a letter supporting the collective bargaining provision.&lt;span style=""&gt;  &lt;/span&gt;UW-Milwaukee members were encouraged to contact Representative Richards and Barndt stated she will be meeting soon with him.&lt;span style=""&gt;  &lt;/span&gt;&lt;/p&gt;     &lt;p class="MsoNormal"&gt;At the end of the meeting the officers were elected and I'm pleased to report that I was re-elected as Board Vice President.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;Later in the day of the 21&lt;sup&gt;st&lt;/sup&gt;, I met with Faculty Senate Chair Jerry Kapus and SSA President Mike Lubke.&lt;span style=""&gt;  &lt;/span&gt;We started these meetings between the 3 governance chairs last year and I was pleased that we can continue these meetings with this year's leaders!&lt;span style=""&gt;  &lt;/span&gt;We spent over an hour talking about what the students hope to accomplish this year.&lt;span style=""&gt;  &lt;/span&gt;Sounds like they have some great leadership this year and I'm pleased we will be able to work with them!&lt;/p&gt;     &lt;p class="MsoNormal"&gt;September 24:&lt;span style=""&gt;  &lt;/span&gt;The Chancellor's Administrative Leadership Team met.&lt;span style=""&gt;  &lt;/span&gt;The agenda for this meeting included a discussion of the attached article – The Geography of Trust – from the Harvard Business Review.&lt;span style=""&gt;  &lt;/span&gt;We broke into small groups for discussion before coming back together to "report out" to the entire team.&lt;span style=""&gt;  &lt;/span&gt;It was a good exercise!&lt;/p&gt;     &lt;p class="MsoNormal"&gt;September 25:&lt;span style=""&gt;  &lt;/span&gt;I met again with Provost Furst-Bowe who asked me to Chair the Dean of Students' Search.&lt;span style=""&gt;  &lt;/span&gt;This is another important position to the campus and I am honored to represent our senate while leading the search committee.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;September 26:&lt;span style=""&gt;  &lt;/span&gt;Attended 2 more Listening sessions.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;September 28:&lt;span style=""&gt;  &lt;/span&gt;This day started early (7am) with the first Access to Learning (ATL) meeting of the year.&lt;span style=""&gt;  &lt;/span&gt;The ATL committee make up mainly of students, the deans, and governance leaders makes decisions on how to distribute Access to Learning funds, so another very important committee!&lt;span style=""&gt;  &lt;/span&gt;Later that morning I sat in on the beginning of the UW System Diversity Climate Assessment Teleconference.&lt;span style=""&gt;  &lt;/span&gt;Our rep was Senator Wendy Knutson and she participated in the entire session, but again this is an important topic and I was pleased to be able to participate in a good portion of the meeting.&lt;span style=""&gt;  &lt;/span&gt;I left that teleconference to represent the senate on the Polytechnic Steering Committee.&lt;span style=""&gt;  &lt;/span&gt;We spent the bulk of the meeting revising a draft of the "tenants" of our polytechnic.&lt;span style=""&gt;  &lt;/span&gt;We really want to give faculty and staff something that can be put on a business card to explain what we are as a polytechnic university.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;September 29:&lt;span style=""&gt;  &lt;/span&gt;My wife (Lisa) and I had the honor of being invited to join the Alumni Foundation for an outing in &lt;st1:city st="on"&gt;&lt;st1:place st="on"&gt;Madison&lt;/st1:place&gt;&lt;/st1:City&gt;.&lt;span style=""&gt;  &lt;/span&gt;In total there were 22 of us who participated in a reception at the home of UW President Kevin Reilly.&lt;span style=""&gt;  &lt;/span&gt;We then went to see the &lt;st1:placename st="on"&gt;UW-Michigan&lt;/st1:PlaceName&gt;  &lt;/span&gt;Wow, summer is over and we are ready to start another exciting year.&lt;span style=""&gt;  &lt;/span&gt;I thought it was great after the Chancellor's Opening Remarks that the Provost recapped what we, together, have accomplished over the past 20 years.&lt;span style=""&gt;  &lt;/span&gt;UW-Stout is indeed a special place!&lt;/p&gt;     &lt;p class="MsoNormal"&gt;Last year was extremely busy for the senates and I believe this year will also be a busy one.&lt;span style=""&gt;  &lt;/span&gt;All one has to do is look at the agenda for our first meeting and see that we will be hitting the ground running.&lt;span style=""&gt;  &lt;/span&gt;We have had a busy summer with our reps serving on the Chancellor's Strategic Planning Group summer retreat, a number of us traveling to UW-Superior for the Academic Staff Leadership Conference, a productive summer meeting of the senate, and getting everything set for the 2007-2008 year.&lt;/p&gt;     &lt;p class="MsoNormal"&gt;I will continue the "office hours" I had in the Senate office last year.&lt;span style=""&gt;  &lt;/span&gt;I will be in my 11 Harvey Hall office on Mondays from 8am-10am and Thursdays from 10am-12noon.&lt;span style=""&gt;  &lt;/span&gt;I will likely be there other times also but thought it worked well to have established times when I plan to be there.&lt;span style=""&gt;  &lt;/span&gt;Call the senate office at x1352 if you want to set up an appointment.&lt;/p&gt;
